This is a re-registration of the Bijou Commercial Core for another 10 year term (2026-2035). The project was completed in 2014 with an assumed lifespan of 20 years for project improvements. The end of re-registration term was rounded up to 2035 for administrative ease.
The City plans to maintain treatment BMPs within CSLTI8 based on BMP RAM and NPDES inspections. Essential and Key BMPs and will be maintained by the City Street Maintenance crew on an As-Needed basis. Maintenance will be performed by backhoe and/or hand crews to remove excess sediment from the basin. The Vaults will be Vactored on an As-Needed basis dependent on NPDES and BMP RAM Inspections. Emphasis will be placed on restoring the soil in the basins to an infiltration rate consistent with the BMP RAM benchmark value. The Vaults will be vactored to the Benchmark Value. A portion of maintenance funding for the project is provided by the Bijou Community Facilities District (CFD), which provides in-lieu BMP certification for those properties electing to fund and participate in the areawide system.
The City inspected all treatment BMPs with CSLTI8 in accordance with the BMP RAM. Additional inspections may be performed if required by NPDES permits, or to assess performance or maintenance needs. Inspections take place beginning in spring and continue through the fall. Essential and Key BMPs were inspected according to the BMP RAM and NPDES permit. Engineering staff use the Constant Head Permeameter (CHP) to determine the infiltration rate of the basin. Staff Gauges were utilized to determine the amount of sediment in the vaults. Staff perform a visual inspection and record results with a handheld GPS unit or field tablet. Inspections of all Basins and Vaults take place in the late spring or early summer.
The March 1, 2012 Caltrans cooperative agreement spells out the TMDL Credit sharing agreement between the City and Caltrans.
